தேர்தல்களில் முஸ்லீம்களின் நிலை என்ன? தேர்தல் என்று வந்து விட்டால், முஸ்லீம்களுக்கு ஜால்ரா அடிக்க, தாஜா செய்ய எல்லா கட்சிகளும் போட்டிப் போட்டுக் கொண்டு வந்துவிடும். யாரிடம் அதிகமாக சலுகைகள் கிடைக்கும் என்று பார்த்துக் கொண்டு, அவர்களுக்கு ஓட்டுப் போடுவது, முஸ்லீம்களுக்கு வழக்கமாக இருந்து வருகிறது. எந்த பிரச்சினை கிடைத்தாலும், அதனை முஸ்லீம்களுக்கு பாதகமானது என்ற நிலையை உர்ய்வாக்கி, அதில் பலனை அடைவதில், காங்கிரஸ் திறமையாக உள்ளது. சமீபத்தில் சல்மான் ருஷ்டி விஷயம், அப்படித்தான் பெரிதாக்கப் பட்டு, கேவலப்படுத்தப் பட்டது[1]. தேர்தலுக்கு முன்னரே, உபியில் முஸ்லீம்கள் ஜனத்தொகை எவ்வளவு என்று சர்வே செய்துவிட்டப் பிறகு தான், முஸ்லீம்களுக்கு இட ஒதுக்கீடு என்று காங்கிரஸ்காரர்கள் பேச ஆரம்பித்தனர். விவரங்களைக் கீழே காணலாம்.

A study on the post-delimitation voter populations in UP by another research group on the simple premise of Muslim names on voter lists, threw up some startling statistics. In 173 of the 405 constituencies of UP, Muslims make up the largest single community of voters and may hold the key to the fortunes of parties not only there but all over the state.The statistics came up when the study segregated each caste and evaluated it against the community of Muslims. The study found credence because of the subdivision of other voters into their natural caste and sub-castes ignoring the unique situation of all castes voting together. In seven constituencies of UP, Muslims are the majority with over 50 per cent of the total voter population. In 10 constituencies they are between 40 and 50 per cent of the voter population. In 43 constituencies they are 30 to 40 per cent of the voter population. In 27 constituencies they make up 25-30 per cent of the voter population. In 34 they make up 20 to 25 per cent of the population. In 52 constituencies they constitute 15-20 per cent of the voters. It is the aggregate of these constituencies that gives us the figure of 173 constituencies where Muslims would end up determining winners. Anyone conversant with election maths would accept that most often winners are decided with a 30 to 35 per cent vote share. But in all these constituencies, the common factor is that Muslims are the single largest voter bloc, with all other caste sub-castes split between contenders of various factions. A corresponding check of other caste/communities shows there is no other caste bloc in comparison, effectively making it a cake walk for candidates who secure Muslim support[3].

முஸ்லீம்கள் ஏன் பின் தங்கியிருக்கிறார்கள்?: முல்லாயமும், இமாமும் சண்டை போட்டுக் கொண்டு சேர்ந்து விட்டனராம். முன்பு, இமாம் முலாயமை கடுமையாகத் தாக்கி, விவர்சனம் செய்துள்ளார். இருபது ஆண்டுகளுக்கு முன்பு, 1991ல், தேர்தலில் கலந்து கொண்டதால், இமாம் புகாரியை முல்லாயமும் விமர்சனம் செய்துள்ளார்[4]. “காங்கிரஸ் ஓட்டு வங்கி அரசியல் செய்து முஸ்லீம்களை ஏமாற்றி வருகிறது. இதனால் 1970-80களில் முஸ்லீம்களின் பிற்போக்குத் தன்மைக்குக் காரணாமாக இருந்தது. முல்லாயம் சிங் யாதவை ஆதரியுங்கள்”, என்று கட்டளையிடுவது[5] தில்லி சாஹி இமாம்”, என்று ஆணையிட்டுள்ளார்! சரி, காங்கிரஸ் தான் அப்படி ஏமாற்றுகிறது என்றால், முஸ்லீம்கள் ஏன், தாங்கள் முன்னேறாமல் பின் தங்கியே உள்ளார்கள்? ஒவ்வொரு தேர்தலிலும், இவ்வாறு மாறி-மாறி சலுகைகளை எதிர்பார்த்தே வாழ்ந்தால், மற்றவை எப்படி இருக்கும்? பத்திரிக்கையாளர்கள் கூட்டத்தைக் கூட்டியே, இவ்வாறு பேசியுள்ளார்[6]. தேர்தல் ஆணையர் இதனை கண்டுகொள்வாரா, விட்டுவிடுவாரா என்று பார்க்க வேண்டும்.

யார் இந்த சாஹி இமாம் புகாரி? இவர், முன்பு நீதிபதிகளின் கால்களை உடைப்பேன் என்றெல்லாம் பேசி, பல நீதிமன்றங்கள் கைது வாரண்ட் பிறப்பித்தாலும் கைது செய்யப்படாமல் “செக்யூலரிஸத்தை”க் காத்தப் பெருமான் ஆவார்[7]. (mee 15, 1993 அன்று பாட்னா மாஜிஸ்டிரேட்டு ஆர்.பி.மிஸ்ரா பிணையில்லாத-கைது வாரண்ட் பிறப்பித்தார்[8]) அப்படி அகப்படாமல் இருந்தாலும், பாகிஸ்தானிற்கு தாராளமாகச் சென்று “பாரத மாதா ஒரு வேசி”“ என்று வேறு பேசிவிட்டு வந்துள்ளார். இதுதான் “வந்தே மாதரம், பாரத் மாதா கி ஜெய்” என்பதை எதிர்க்கும் ரகசியம் போலும்! அயல்நாட்டில் அப்படி பேசியதால், ஒன்றும் செய்யமுடியாது என்று விட்டார்களாம். பிறகு, அவர் இறந்ததைக் கூட, செய்தித்தாள்களில் சிறியதாகப் போட்டு, மக்கள் மறந்து விடவேண்டும் அல்லது இவையெல்லாம் தெரியாமலேயே போக வேண்டும் என்று வேலை செய்துள்ளன. அந்த இமாமின் மகன் தான், இப்பொழுது, “முல்லா”யம் சிங் யாதவை ஆதரியுங்கள்”, என்று முழங்கியிருக்கிறார்.

இமாம், மற்ற முஸ்லீம் மதத்தலைவர்கள் குழுமியிருந்தது: “தியோபந்த்” என்ற முஸ்லீம் அமைப்பிலிருந்து வந்திருந்த மதகுருமார்கள் சிலரும் – மௌலானா நூருல் ஹூடா (Maulana Noorul Huda) மற்றும் மௌலானா முப்டி அர்ஸத் பரூக்கி (Maulana Mufti Arshad Farooqui) முதலியோரும் இருந்தனர்[10]. முஸ்லீம்களின் விருப்பங்களை காக்கும் ஒரே கட்சி சமஜ்வாடி கட்சி தான் என்று அடித்து பேசினார். இமாமின் இத்தகைய மதவாத ரீதியில், ஒரு குறிப்பிட்ட கட்சிற்கு ஓட்டு போடுங்கள் என்று ஆணையிடுவதால், பெரிய பாதிப்பு எதுவும் ஏற்படாது, என்று மற்ற அரசியல் கட்சிக்காரர்கள் கூறுகின்றனர். அதாவது, தத்தம் பங்கிற்கு, ஒவ்வொரு கட்சிக்கும், முஸ்லீம்கள் ஓட்டு கிடைக்கும் என்பது, அவர்கள் எண்ணம். இருப்பினும், முஸ்லீம்கள் இணைந்து ஓட்டு போட்டால், நிச்சயமாக, குறிப்பிட்ட கட்சி ஆட்சிற்கு வராமல் போய் விடும். இதற்கு, கம்யூனிஸ்ட் கட்சிகளும் உதவி வருகிண்ரன, என்பதை ஞாபகத்தில் வைத்துக் கொள்ள வேண்டும். ஆகவே, முஸ்லீம்கள் முதலில் தாங்கள் செய்வது சரியா, தப்பா என்று நினைத்துப் பார்க்க வேண்டும். இப்படி, பழமைவாதம் பேசிக் கொண்டு, மதரஸாக்களில் அடைப்பட்டுக் கொண்டிருந்தால், மற்றவர்கள் எப்படி, அவர்களை முன்னேற்ற முடியும்?

இந்தியாவில் இது “செக்யூலரிஸம்” ஆகுமா? பஞ்சாபில் கூட சீகிய மதத்தலைவர்கள் யாருக்கு ஓட்டுப் போடுவது என்று விவாதித்து வருகின்றனர்[11]. ஆனால், இவ்வாறு மதத்தலைவர்கள் தொடர்ந்து, அரசியலில் மீடுபடுவதும், ஒருசில கட்சிகளுக்கு ஆதரவாக பேசி வருவதும், “செக்யூலரிஸம்” வேறு பேசிக் கொண்டு இருக்கும் அக்கட்சிக:ளின் சுயரூபத்தைக் காட்டுகிறது. காங்கிரச்காரர்கள் தாம், இப்படி மதவாதத்தை கடைபிடித்து, பிஜேபியை மதவாதக் கட்சி என்று சொல்லி வாழ்ந்து கொண்டிருக்கிறது. அதே போலத்தான் கம்யூனிஸ்ட் மற்றும் திராவிட கட்சிகள் காலத்தை ஓட்டி வருகின்றன. இருப்பினும், சாதாரண மக்கள் அதனை புரிந்து கொள்ளும் காலம் வரும்போது, அரசியல்வாதிகள் சரியான பாடத்தைக் கற்றுக் கொள்வார்கள்.

It does not even condone worship of the mother who nurtures a child in her womb. How can Muslims then join his stir with a war cry that is against the basic tenets of Islam. I have advised them to stay away,” Bukhari told TOI. Bukhari, who is not perceived to be close to the Congress, may have inadvertently voiced the very concerns that Congress leaders have been expressing off the record about how Anna’s stir has isolated Muslims though none of them had ventured to make a public statement on this. The call has also reignited the centuries old debate of Vande Mataram being anti-Muslim. Even though Team Anna includes lawyers like Prashant and Shanti Bhushan who have taken up cudgels against Narendra Modi for his alleged role in the Gujarat riots, the Shahi Imam, one of the tallest Muslim religious leader, is critical of the movement because he feels that communalism and not corruption is the bane of the country. “If Anna had included communalism in his agenda, I would have been more convinced of his intentions,” he said. While questioning where Anna is getting funds to organize such a massive rally, Bukhari has accused Anna of indulging in politics at the behest of the RSS and the BJP.

[8] Non-bailable arrest warrants against Bukhari

A court in Gorakhpur has ordered issuance of non-bailable arrest warrants and initiation of proceedings for attachment of property against the Shahi Imam of Delhi Jama Masjid, Syed Abdullah Bukhari, for securing his attendance in a defamation case.

Bukhari has been evading appearance before the court of the judicial magistrate despite non-bailable warrants of arrest and proceedings under section 83 of the CrPC ordered against him on several occasions since 1993.

The magistrate has again ordered the Delhi police to arrest Bukhari and produce him before his court on October 21.

An advocate had filed a defamation suit against Bukhari for allegedly making anti-Indian statements, as published in a newspaper on December 9, 1992.
