காஷ்மீர் தீவிரவாதிகள் மற்றும் இந்திய முஜாஹித்தீன் தொடர்பு: கடந்த காலத்தைய காஷ்மீர் மற்றும் இஸ்லாமிய-ஜிஹாதி தீவிரவாதத்தைக் கூர்ந்து கவனித்து வந்தால், முதலில், காஷ்மீரத்தில் கலாட்டா செய்து, உலகக் கவனத்தை ஈர்த்து, பிறகு, குண்டுகளை, இந்திய நகரங்களில் வெடிக்க வைக்கிறார்கள். அத்தகைய குண்டுவெடிப்புகளுக்கு முன்பு, ஈ-மெயில் மூலம் இந்த “இந்திய முஜாஹித்தீன்” பெயரில் செய்தி அனுப்புகிறார்கள். அத்தகைய ஈ-மெயில்கள் குறிப்பிட்ட டிவி-செனல்களுக்குத் தான் அனுப்புகிறார்கள். இப்பொழுதும், அதே மாதிரியான[1] ஈ-மெயில் வந்துள்ளது[2]:

The participants will be solely responsible for the outcome as our bands of Mujahideen love death more than you love life,” (i.e, they like jihad only) “We dedicate this attack of retribution to martyrs Shaheed Atif Amin and Shaheed Muhammad Sajid, who proudly laid down their lives valiantly fighting..,” (referring to the Batla House encounter in South Delhi on this day in September 2008), “Since July, the Paradise on earth, “Kashmir”, is being soaked with the blood of its sons.” (referring to the unrest in Jammu and Kashmir). |

“உங்களுக்கு (மத்திய அரசு) துணிவிருந்தால் காமன்வெல்த் போட்டிகளை நடத்திப் பாருங்கள். ஜாக்கிரதை. எங்களுக்கு உங்களுடைய உயிரைவிட முஜாஹித்தீன் போன்ற பயங்கரவாதத்தைத் தான் நாங்கள் விரும்புகிறோம்.
“போட்டிக்கான ஏற்பாடுகள் முழுவீச்சில் நடைபெற்று வருகின்றன என்பதை அறிவோம். தாக்குதல் நடத்த நாங்களும் எல்லா ஏற்பாடுகளையும் செய்து வருகிறோம். அதையும் எதிர்கொள்ளத் தயாராக இருங்கள். எங்கள் எச்சரிக்கையும் மீறி போட்டிகளில் கலந்து கொண்டால் விளைவுகளுக்கு நாங்கள் பொறுப்பல்ல என்று கூறியுள்ளனர்.
“மேலும் 2008ம் ஆண்டு டெல்லி பாட்லா ஹவுஸில் போலீஸாரால் கொல்லப்பட்ட ஷஹீதுகளான அமீன், ஷாகித் ஆகியோருக்கு இப்போதையத் தாக்குதல் சமர்ப்பணம் செய்யப்படுகிறது ……………………..
“ஜூலையிலிருந்து, பூலோக சொர்க்கமான காஷ்மீரம், எங்களது சகோதர்களின் ரத்தத்தால் நனைந்துள்ளத்து………………………..
“அங்கு ராணுவம் நடத்தி வரும் தாக்குதலுக்கு பதிலடியாகவே இந்தத் தாக்குதல் நடத்தப்பட்டுள்ளது……………………………………………………..

அடையாளம் தெரியாதபடி கோட், ஹெல்மெட் அணிந்தது: அடையாளம் தெரியாத இருசக்கர வாகனத்தில் வந்த இருவர் துப்பாக்கியால் சுட்டதில் இரண்டு அந்நிய சுற்றுப்பயணிகளுக்கு காயம் ஏற்பட்டது. ஒருவருக்கு குண்டு வயிற்றில் பாய்ந்தது, மற்றவருக்கு தலையில் குண்டு உரசிக்கொண்டு சென்றது. டில்லியில் விரைவில் காமன்வெல்த் போட்டிகள் துவங்கவுள்ளதையடுத்து, டில்லியில் அதிகபட்ச பாதுகாப்பு ஏற்பாடுகள் செய்யப்பட்டுள்ளன. இங்குள்ள வரலாற்று சிறப்பு வாய்ந்த ஜும்மா மசூதியின் மூன்றாவது நுழைவாயில் அருகே, சுற்றுலா வாகனம் ஒன்று நேற்று நிறுத்தப் பட்டிருந்தது. அதில், வெளிநாட்டைச் சேர்ந்த சிலர் இருந்தனர். காலை 11.30 மணியளவில் அந்த பகுதிக்கு, மோட்டார் சைக்கிளில் இரு மர்ம நபர்கள் வந்தனர். துப்பாக்கியை எடுத்து, அந்த சுற்றுலா வாகனத்தை நோக்கி சரமாரியாக சுட்டனர். ஏழு முதல் எட்டு ரவுண்ட் வரை அவர்கள் சுட்டதாகக் கூறப்படுகிறது[3]. பின்னர், மோட்டார் சைக்கிளில் ஏறி, அங்கிருந்து தப்பிச் சென்றனர். இந்த தாக்குதலில், சுற்றுலா வாகனத்தில் இருந்த தைவான் நாட்டைச் சேர்ந்த இருவர் படுகாயம் அடைந்தனர். அவர்கள் உடனடியாக லோக் நாயக் ஜெய்பிரகாஷ் நாராயண் மருத்துவமனையில் சேர்க்கப்பட்டனர். அவர்களுக்கு தீவிர சிகிச்சை அளிக்கப்பட்டு வருகிறது. மர்ம நபர்கள் தப்பி ஓடிய பின், அந்த இடத்தில் ஏராளமான பொதுமக்கள் திரண்டனர். அவர்களை போலீசார் அங்கிருந்து அப்புறப்படுத்தினர்[4]. ஜமா மசூதி அருகில் இந்த நிகழ்ச்சி ஏற்பட்டதால், போலீஸார் அதிக பாதுகாப்பு நிலையில் வைக்கப்பட்டிருக்கின்றனர்.
தடை செய்யப்பட்ட ரகத்தைச் சேர்ந்த துப்பாக்கியால் சுடப்பட்டது: மர்ம நபர்கள் தங்களிடமிருந்து 0.38 ரக துப்பாக்கியால் பல ரவுண்டு சுட்டுள்ளனர். இது தடை செய்யப்பட்ட ரகத்தைச் சேர்ந்தது. இலக்கே இல்லாமல் சரமாரியாக சுட்டனர். இருவரும் ஹெல்மட் மற்றும் ரெயின்கோட் அணிந்திருந்தனர். அவர்கள் யார் என்பதும், எதற்காக சுட்டனர் என்பதும் தெரியவில்லை[5]. இருவரையும் பிடிக்க டெல்லி முழுவதும் உஷார்படுத்தப்பட்டுள்ளது. சம்பவம் நடைபெற்ற இடத்தில் நின்ற ஒரு நீல நிற மாருதி காரை போலீசார் கைப்பற்றியுள்ளனர். கைப்பற்றப்பட்ட கார் பாபி சர்மா என்ற நபருடையது என்றும் அவரிடம் நடத்தப்பட்ட விசாரணையில் தான் காரை வேறொரு இடத்தில் பார்க் செய்ததாகவும், இங்கு கார் எப்படி வந்தது என்பது பற்றி தனக்கு தெரியாது என்றும் கூறியுள்ளார்.
மருத்துவமனை கண்காணிப்பாளர் அமித் பானர்ஜி கூறுகையில், “இந்த தாக்குதலில் தைவான் நாட்டைச் சேர்ந்த சீஸ்வெய்ன் (Ze-Weiku 27), ஜிங்லோ (Chiang Ko 38) ஆகியோர் படுகாயம் அடைந்துள்ளனர். இதில், சீஸ்வெய்னின் தலையில் காயம் ஏற்பட்டுள்ளது. ஜிங்லோவின் அடிவயிற்றில் காயம் ஏற்பட்டுள்ளது. அவர்களுக்கு மருத்துவ பரிசோதனை மேற்கொள்ளப்பட்டதில், அவர்களின் உடல்களில் குண்டுகள் எதுவும் இல்லை என கண்டறியப்பட்டுள்ளது. தொடர்ந்து தீவிர சிகிச்சை அளிக்கப்பட்டு வருகிறது’ என்றார்.
டில்லி மாநகர துணை போலீஸ் கமிஷனர் கர்னல் சிங் கூறுகையில், “துப்பாக்கியால் சுட்டு விட்டு தப்பி ஓடிய மர்ம நபர்களை, அந்த பகுதியைச் சேர்ந்த போலீஸ்காரர் ஒருவர் துரத்திச் சென்றுள்ளார். இருந்தாலும், அவர்கள் தப்பி விட்டனர். அவர்கள் பயங்கரவாதிகளா அல்லது வேறு நபர்களா என்பது குறித்து விசாரணைக்கு பின்னரே தெரிவிக்க முடியும். அவர்களை தேடும் வேட்டை முடுக்கி விடப்பட்டுள்ளது’ என்றார்.
டில்லி முதல்வர் ஷீலா தீட்சித் கூறுகையில், “வெளிநாட்டினர் மீது தாக்குதல் நடத்தப்பட்டது, மிகவும் சோகமான சம்பவம். இதற்காக, பொதுமக்கள் பீதி அடையத் தேவையில்லை; விரைவில் குற்றவாளிகள் பிடிபடுவர்’ என்றார்.காமன்வெல்த் போட்டிகளை சீர்குலைக்கும் நோக்கத்துடன், இந்த சம்பவம் நிகழ்த்தப்பட்டுள்ளதா என்பது குறித்தும் போலீசார் விசாரித்து வருகின்றனர். பாதுகாப்பை பலப்படுத்தும் வகையில், டில்லி முழுவதும் உஷார் நிலை அறிவிக்கப்பட்டுள்ளது.
உள்துறை அமைச்சகம் அறிக்கை : இதுகுறித்து மத்திய உள்துறை அமைச்சக மூத்த அதிகாரி கூறுகையில், “டில்லியில் நடக்கும் சம்பவங்களை அரசு தொடர்ந்து கூர்ந்து கவனித்து வருகிறது. துப்பாக்கிச் சூடு சம்பவம் குறித்து, விரிவான அறிக்கை தாக்கல் செய்யும்படி, டில்லி மாநில அரசுக்கு அறிவுறுத்தப்பட்டுள்ளது’ என்றார்.
இந்தியன் முஜாகிதீன் கைவரிசை?இதற்கிடையே, பி.பி.சி., மற்றும் பி.டி.ஐ., செய்தி நிறுவனங்களுக்கு இந்தியன் முஜாகிதீன் அமைப்பு சார்பில் ஒரு இ-மெயில் அனுப்பி வைக்கப்பட்டுள்ளது. அதில், “காமன்வெல்த் போட்டிகளுக்காக நீங்கள் (அரசு) தயாராகும் நேரத்தில், நாங்களும் எங்களை தயார்படுத்திக் கொண்டிருக்கிறோம். காமன்வெல்த் போட்டிகளில் பங்கேற்பவர்கள், இதன் விளைவுகளை சந்திக்க நேரிடும். டில்லி பாட்லா ஹவுசில் நடந்த போலீஸ் என்கவுன்டரில் கொல்லப்பட்டவர்களுக்கு அஞ்சலி செலுத்தும் வகையில், தாக்குதல் நடத்தப்பட்டுள்ளது”, என, அதில் தெரிவிக்கப்பட்டுள்ளது[6]. எனவே, இந்த துப்பாக்கிச் சூடு சம்பவம், இந்தியன் முஜாகிதீன் அமைப்பின் கைவரிசையாக இருக்கலாமோ என, சந்தேகம் தெரிவிக்கப்பட்டுள்ளது. இருந்தாலும், டில்லி போலீசார் இந்த இ-மெயில் தொடர்பாக தங்களுக்கு எந்த தகவலும் தெரியவில்லை என்றனர்.
டில்லிஜும்மாமசூதி – ஒரு ரகசியமான இடம்: ஜமா மசூதியும் தொல்துறை ஆதிக்கத்தில் வந்தாலும் முஸ்லீம்கள் தாம் தம் கட்டுப்பாட்டிற்குள் வைத்திருக்கிறார்கள். அவர்களுக்குத் தெரியாமல், யாரும் உள்ளேயோ-வெளியேயோ வர-போக முடியாது. அவர்கல் தங்களது நடவடிக்கைகளை அரசு கவனிக்கக் கூடாது என்பதால், கண்காணிப்பு கேமரா வைத்ததை எதிர்ததது. முஸ்லீம்கள் என்பதால், அரசு மெத்தனமாக விட்டுக் கொடுத்தது. ஆகையால், டில்லி ஜும்மா மசூதியில் தற்போது கண்காணிப்பு கேமரா இல்லை என்பதால், தாக்குதல் நடத்தியவர்கள் குறித்த தகவல் சேகரிப்பதில் சிக்கல் ஏற்பட்டிருக்கிறது. மும்பையிலும் பாதுகாப்பு பலப்படுத்தப்பட்டிருக்கிறது.

NEW DELHI: Two years after two suspected Indian Mujahideen terrorists were gunned down in the Batla House encounter, trial against the lone suspected Indian Mujahideen (IM) terrorist, who was caught alive, is yet to begin.
The trial court, which was to frame charges against Shahzad on Monday, deferred the matter till October 25 after the prosecution told the court that it needed more time to prepare for arguments on framing of charges against the accused. Framing of charges would pave the way for Shahzad’s trial in the case related to the September 19, 2008, encounter in which inspector M C Sharma of the special cell of Delhi Police was also killed.
Even after two years of the Batla house encounter, which followed the September 13, 2008, Delhi serial blasts, the crime branch has only managed to file a chargesheet against the accused.
Police had on April 28 this year filed the chargesheet against Shahzad, Ariz Khan (who is absconding), Atif Ameen and Mohd Sajid, accusing them of killing inspector Sharma in the encounter. A team of the anti-terror cell of Delhi Police had raided a house at Batla House following a tip-off that suspected IM terrorists, allegedly involved in the serial blasts in the capital, were hiding there.
In its chargesheet, police alleged that the encounter was a result of the firing that was first started by the accused and “the team of special cell used their rights to defend themselves and fired back. Inspector Sharma and two members of IM had died in the encounter after which lot of questions were raised over the authenticity of encounter.
The crime branch has observed that after the encounter, despite various efforts, no public witness joined the investigation and seizure memos were attested by police witnesses only. With no public witness in whole chargesheet, the crime branch has based its case on investigation, perusal of FIR, statements recorded of police officers and doctors, postmortem reports, CFSL reports, inspection of exhibits including weapons, empty cartridges, blood and clothes.
Meanwhile, the National Human Rights Commission (NHRC), which was asked by Delhi high court to conduct an inquiry into the encounter, gave a clean chit last year to Delhi Police much to the disapproval of the residents of Batla House.

NEW DELHI: Preliminary investigation into the Jama Masjid shooting and rudimentary car bomb explosion on the anniversary of the Batla House shootout in the Capital seems to confirm Indian Mujahideen’s involvement, attesting to the claim made by the terror group which was behind the spate of terror attacks across several cities between 2007 and 2009.
With this, the terror group, which was forced to lie low after the arrests of its members and the elimination of its commander Atif Amin in the Batla House encounter, has demonstrated its intent and capability to launch fresh attacks on Indian cities, exposing the vulnerability of the law-enforcement apparatus in the process.
It has threatened more attacks in the lead-up to the Commonwealth Games in Indian cities, and has warned the participants to stay away.
While sources were wary of making a definitive conclusion, their estimate at this stage of investigation is strongly pointing to the role of IM which was launched by the ISI with the specific objective of masking the role of ISI and Lashkar in the series of bombing attacks on urban centres in India.
The assessment is based on a number of factors; above all, the fact that the group chose the anniversary of Batla House to announce its return. The killing of Atif Amin had dealt a big blow to the group which unleashed a wave of terror attacks between 2007 and 2009, savaging Delhi, Ahmedabad, Jaipur Surat and Faizabad. According to investigating agencies, Amin was the chief bomber of the group.
In the email it sent owning up the attack on Sunday, it defiantly declared, “In the name of Allah we dedicate this attack of retribution to martyrs, Shaheed Atif Amin and Shaheed Muhammad Sajid (may Allah bestow mercy upon them) who proudly laid down their lives valiantly fighting the idol worshippers Delhi Police on this day.”
Secondly, the signature of the sender, Al Arbi, of the email claiming responsibility for the “attack of retribution” tallies with those in the emails that were sent to media houses after earlier terror outrages which were traced to the IM gang.
Third, the mail was sent just after a rudimentary explosive device in a car went off; the near-synchronicity was perhaps meant to lend credence to IM’s claim.
The mention of specific instances of alleged atrocities in Mumbai and Madhya Pradesh is reminiscent of IM’s outrage over similar incidents in the two states with known pockets of SIMI, the outlawed radical group from which many IM cadre come.
The investigators, suspecting IM’s hand, are not distracted by the lack of sophistication and lethality in the attacks. They feel that it could be meant to avoid casualties in the vicinity of the historic mosque. “The devices used may have been non-lethal by design; the intent certainly was not,” said a senior source.
Above all, the selection of foreign tourists fits in perfectly with the known plan of the ISI-Lashkar combine to set off attacks on Indian targets ahead of the Commonwealth Games as part of their larger plot under the Karachi Project, first reported by TOI. A thick pile of evidence has repeatedly brought out the anxiety of the masterminds of Karachi Project — a plot involving serving and retired officers of ISI, Lashkar and jehadi modules — to organise fresh terror attacks in India to project the country as a risky destination.
The email was sent to British Broadcasting Corporation and a foreign news agency, instead of, as in the past, Indian media groups. The switch of pattern is suspected to be meant to scare away the participants and potential spectators.
The email sent on Sunday vividly brings out the plot. Referring to alleged atrocities on Muslims in J&K, Mumbai and Madhya Pradesh, the email dares the government to go ahead with the Games. “On the one hand Muslim blood is flowing like water while on the other hand you are preparing for the festival of games. This is surely not a child’s play.
Mind you this is the initiative from the Lions of Allah… We know that the preparations for the Games are at its peak; beware! We are also preparing in full swing for a Great Surprise! The participants will be solely responsible for the outcome as our bands of Mujahideen love death more than you love life,” the email says.
Early on in the email, Al Arbi warns that the group could activate its sleeper cells. “We will now rightfully play Holi with your blood in your own cities. Scores of fidayeen are restless to drop the evil ones into the hellfire,” it says.

The timing of the two gunmen who targeted a Taiwanese tourist group outside Gate No 3 of Jama Masjid was precisely the same time as that of Batla House encounter two years ago. Though police denied it was a terror attack, they said that policemen were the target. On September 19, 2008 two alleged terrorists — Atif Ameen and Mohammad Sajid – of Indian Mujahideen (IM), a homegrown terror outfit, were killed in an encounter with a Special Cell team at a flat in Batla House, in southeast Delhi. Inspector Mohan Chand Sharma was also killed in the exchange of fire.
A team led by Sharma had stormed the flat on a specific tip off that the men involved in serial bomb blasts in Delhi a week ago (September 13) were hiding there. After the encounter, 26 members of IM — all young men had been arrested.
On Sunday, the two bikers opened fire on the Taiwanese group around 11.23 am, the same time and date, when the encounter took place two years ago. “This seems to be some sort of mischief to coincide it with the Batla House encounter. The manner in which it was done was amateurish,” said a senior police officer.
Almost two hours after the incident, BBC Hindi received an e-mail from IM claiming responsibility for the attack. The mail read “we dedicate this attack of retribution to martyrs – Atif Ameen and Mohamad Sajid – who proudly laid down their lives valiantly fighting Delhi Police on this day.”
However, the police said that the mail did not bear the signature style of IM.
“It was sent two hours after the incident. In earlier instance, they sent it minutes before any attack. It is also factually incorrect,” said Rajan Bhagat, police spokesman. Police said they were tracing the Internet Protocol (IP) address of the e-mail.
